Nelson Bay is 60 km by road north-east of Newcastle and 45 km east north-east of Raymond Terrace, at the end of Nelson Bay Road, the only route onto the peninsula north of Richardson Road. The town sits in a natural amphitheatre above the southern shore of Port Stephens, with the 1875 Nelson Head Light on its north-east corner and Tomaree National Park along the eastern side. It is a holiday and retirement town: the median age is 51 and more than a third of dwellings were empty on census night. That means owners who want a surface that looks after itself.

Sand over rock, on a slope

Nelson Bay sits on the outskirts of the Tomaree sandbeds, while the headlands are rhyodacite, a volcanic rock found nowhere else in the state. Sand takes rain as fast as it falls but has no bind at an open edge, so a slab here is about a compacted base and secure edge forms rather than clay shrinkage. The town centre controls ask new work to follow the amphitheatre landform and keep the vegetated ridgelines, so a hillside driveway is usually graded across the slope.

Work for holiday and retirement homes

A driveway on a sloping Nelson Bay lot is an earthworks job before it is a concrete job, and the finish has to grip when wet on a peninsula with annual rainfall near 1,350 mm; paths around a holiday let need the same grip. A patio or alfresco facing the bay is the job owners save for, a shed or garage slab houses the boat, and a cracked older driveway on the slope is a removal and replacement job.

Finishes for salt air and wet feet

Exposed aggregate is the natural Nelson Bay finish: it grips on a slope, hides tracked sand and suits the coastal palette the town centre guidelines ask for. Plain broom does for a path or under a shed, and coloured concrete warms a patio. Where the street has an upright kerb, Port Stephens Council wants the layback lipless, and it accepts a non-slip finish of any kind across the crossing.

Old concrete comes out at about $35 a square metre, and the new work goes in, supplied and laid per square metre, at $95 to $185 for driveways by finish, $130 to $185 for exposed aggregate, $90 to $130 for paths, $100 to $180 for patios and alfresco, and $110 to $150 for shed and garage slabs. Slope moves a Nelson Bay price most, because a driveway on the amphitheatre carries excavation, steps and retaining. My Nelson Bay block drops steeply to the street. What does Port Stephens Council allow for the driveway?

The development control plan asks for a driveway at least 3 m wide, a crossover at least 0.5 m in from the side boundary, and grades that meet Australian Standard 2890, and council's officer looks at the location on site before the approval is written. On a steep amphitheatre lot the grade is the hard part, so the concreter sets out the transitions at the boundary and the garage before quoting, and any cut, fill or retaining is priced as its own item.

I am in Seabreeze Estate. Does a new patio or driveway need drainage designed in?

Quite possibly. The Seabreeze Estate chapter of the Port Stephens development control plan says development that increases impervious surfaces by more than 10 per cent or 50 m² must provide on-site infiltration, with stormwater sent to underground infiltration where the soils suit and to on-site detention where they do not. Rainwater tanks in the estate hold at least 5,000 L per unit and overflow to infiltration. A large slab may therefore come with a trench or a tank, so raise it at the site visit.

The house is a holiday let and I am rarely there. What does council need from me for the crossing?

Less than the other councils. Public liability insurance is provided to council before construction starts, and council's page says a straightforward approval usually takes two working days once the officer has looked at the site. When the crossing is finished the owner rings council for a final inspection, which is the step an absent owner most often forgets, so agree in writing whether the concreter makes that call. The driveway permit covers only the strip from the property line to the road.

Does a driveway in Nelson Bay need council approval?

Yes, from your property line to the road. Port Stephens Council takes a Driveway Application Form on its own online forms site, with a published residential fee of $320 per crossing, a site visit by a council officer, and standard drawings issued with the approval for the contractor to build to. Council states that a development application covers only the part of the driveway inside your property. Council was not on the NSW Planning Portal's Section 138 list when checked on 29 September 2026.
